Good plans fail quietly.
Most behaviour support does not fall short at the level of intent. It falls short in the space between what the framework asks for, what the practitioner has been taught, what the plan says, and what actually happens on an ordinary Tuesday.
The NDIS sets clear expectations for behaviour support, but expectations are not the same as capability. Many practitioners are asked to evidence reasoning they were never explicitly taught, to write plans without strong worked examples to learn from, and to hand over documents that teams then struggle to implement.
A compliant plan is the floor, not the standard. Quality is whether the practitioner thinks well, whether the plan can actually be implemented by the people around the person, and whether the person's quality of life measurably improves.
